Annealing Temp. lower than the required according ASTM Std. (B 409-01)

Dear all,

I have a material certificate of a Nickel-Iron-Chromium Alloy Plate (ASTM B 409-01, UNS N08811, incoloy 800HT) of thickness = 1 1/4 " (31,75 mm).
The problem is they are indicating annealing Temperature between 2012ºF and 2138 ºF (they do not specificate an unique temp.), but ASTM Standard Specification it requires minium 2100ºF.(point 5)
If the real Heat Treatment for this plate would be 2050ºF (an example), could I accept an annealing temperature lower in 50 ºF?. It is valid this material?

Adding,

the temperature is indicated in forging certificate (the accesory is a BW CAP, 14" sch. 140),
not in base material certificate (the ussual I think)

This does not sound right. Maybe the temp listed is the forging finish temp, but there still should be an anneal at the correct temp.
Does it have the right grain size? Are the grain boundaries clean in a micro? If these are not known then I would not take the material until the thermomechanical history is clear.
And you must know the grain size.
