It is an industry practice to use working pressure as a test pressure on some particular equipment like flow pipes and bends during re-certification period in oil and gas. But, was there written circular or specs to support this?

Try posting this question on the nfpa forum. I remember talking to a mechanical engineer about that many years ago I think it is covered in nfpa. I am electrical so we don't really have pressure issues.
