Annular ring replacement rat holes

I’m trying to find any code in api 650/653 regarding rat holes for welding annular ring butt-joints. When replacing the annular ring in an existing tank.

not in either standard, not sure why you would do that.

Are you trying to put a rathole on the shell to be able to weld the annular ring butt joints? I've never seen it done before.
