This code is regarding light fixture and circuit grounding. the code begins with "rapid start lamps" and doesn't list a ground plane being required for any other ballast types (instant start or programmed rapid start).
does that mean those ballasts are exempt from requiring a ground plane starting aid?
every ballast manufacturer falls back on the " ballasts must be used in accordance with ansi c82.11 & c78.81" but nobody will clarify the specifics on this starting aid issue.
can anybody step up to the plate and provide some insight?
