ANSI Cable Proection

I am from IEC world and currently working on ANSI project.
I have an argumment with my collegue regarding the sizing of the cable.

My point is, we should size the cable based on the actual available short circuit current. But he said we should size the cable based on the setting of the protective device, which is lower. What is the common practice here?
