We came across this part and the QC inspector rejected the part for not comformance on the thread depth .40 XX = ±.020 the actual he gets is .359 from 11.5 revolutions. we are inspecting this part using the thread gage and count the revolutions until the gage bottoms out. we are not counting the countersink because the drawing is not showing the depth symbol that we will measure from the top surface to the last thread depth.
where or what is the spec that would tell us from where this thread depth needs to be measure? I hope you guys can help, thank you.

forum1103 may be a better place for this kind of drawing/drafting question so if you don't get a satisfactory answer here maybe post there instead & delete this one (or post there with a link back to here and ask them to post over here but that can get messy).

I don't have -82 version of the standard and have never worked to it.

I would say you still measure from the top surface though it is a little confusing/ambiguous as the order of the coaxial features doesn't match sections 1.8.9 thru 1.8.12 of ASME Y14.5M-94

Per ASME Y14.5M-94 1.8.9 :"The depth dimension of a blind hole is the depth of the full diameter from the outer surface of the part."
