How are you?
In ansys apdl ,i want to model smeared reinforcement in solid element or in shell element in concrete wall, vertical Top and Bottom Reinforcement have to be modeled (top differs than bottom) , and also to model horizontal reinforcement top and bottom

I know only SOLID65 having such features... Not sure whether any new element can take 'Concrete' properties. With smeared reinforcement approach, I presume the following will do: cross section of slab shown

Just model the slab with solid elements, with the outer layers matching the concrete cover, and the layers next to the outer layers not much thicker than the depth required by the two overlaid reinforcement layers (one perpendicular to the other) together.

Also for the layers next to the outer layers, provide reinforcement volume ratio (VR), as a volume fraction of reinforcement in that layer; ie., ratio of cross-section of reinforcement are passing across one element face by the area of that element face -- Or better, ratio of cross-section of reinforcement (in sq.m) passing across a cross section of in 1 m length on the 'orange' layer, divided by (1m * ht.of the layer). Provide VRx for reinforcement passing the face in the y-z plane, and similarly...

The technology for concrete modelling based on SOLID65 is pretty old and not performing very well. You should use newer approach which is based on combination of:
- Reinforcing Elements (REINF263, REINF264, REINF265)
- material model for concrete TB,CONCR,
- and appropriate solid elements, for example solid185

Take look at technology demonstration guide - 49. Load-Limit Analysis of a Reinforced Concrete Slab
