Can anybody gives any code or standard reference for not using hammer on pressurized piping spool or line to stop minor leakage from flanges.

The pipefitter's toolbox includes a hammer (presumably not Craftsman): Here's a special pipefitter's hammer: I find one website listing pipefitting duties as "Duties: Cut, thread, or hammer pipes to specifications, using tools such as saws, cutting torches, pipe threaders, or pipe benders."
So I'm just envisioning a piping specification that says "All pipe shall be thoroughly hammered..."
 
Codes and standards in general tell you HOW to do things, but how not to. There are simply too many ways to do things wrong to start listing them.

Legislation tends to be more interested in "banning" things.


Hence the question is the wrong way around. It should be "Is there any code or standard which allows the user of hammers to stop leakage"

Answer- none that I am aware of.
