Hello all,

One of our clients has got an aging plant [may be about 40-50years old] which he wants to move to the new facility.
Is there any ‘regulations’ applicable when we move an aging plant to the new facility?
I tried searching on internet but all I got is ‘guidance’ on ‘what is an aging plant and how to manage it.’
Any help would be highly appreciated.

Thanks

Kind of a shotgun of a question.

Can you be a little more specific, as in are you talking moving the equipment, the personnel, the operational plans... what?

I don't know if you already have these but they might help:
API - 510 & 572 Pressure Vessel Inspection
API - 570 & 574 Piping Inspection
API - 571 Inspection of Fixed Equipment
API - 573 Inspection of Fixed Boilers & Heaters
API - 575 Inspection of Low Pressure Storage Tanks
API - 576 Inspection of Pressure Relieving Devices
API - 577 Welding Processes
API - 578 Inspection of New & Existing Alloy Piping
API - 579-1 Fit-for-Service Inspection
RP - 580 & 581 Risk-Based Inspection

You should also check the latest edition of ASME B31.3 for any reference to returning piping to service.

prognosis: Lead or Lag

The relocated plant would need new environmental permits. Specifically an air permit to construct and an NPDES permit to discharge wastewater (if any). New air pollution controls may be required.

Hi,
First of all check equipment integrity that include inspection reports and maintenance record and then check wheather these equipment are fit for new location based on new feed. Further to this, piping sections you may need new because of aging factor or production increase.
inconclusion you can save much money by relocation of aged plant comparing to new plant.
your project cost will be approximately 55 to 65% of new, therefore, think on project cost also before start demolition and relocating.
