Any suggestion on where to get cheap countersink guages?

A quality gauge will run you in the $300-400+ range..
Ebay has a few used ones under that..

Good quality stuff isn't cheap.. That's just life
 
The idea with good tools is that you only buy them once. A metrology company could do some inspection work for you, but I feel that $400 will get burned up pretty quickly with that scenario. Sometimes you just need to bite the bullet and shell out for the tool.

Hopefully, your bid has included such contingencies. Do you need to be NIST traceable? If not, you can put together your own gauge for a fraction of the cost if you've got the in-house ability to do so.

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.
