Anyone ever used the EPA database to find road load HP vs. Fuel Economy?

I am trying to find some data with corresponding road load horsepower and fuel economy values so I can do some examples for calculating BSFC. This data seems particularly difficult to find/read. I found these two links:

I can read the data and I have gone to the explanation pdf file. I even referred to 40 CFR part 600, but I haven't been able to figure it out. I can keep digging, but I'm hoping to benefit from someone else who has already figured this out. Has anyone sorted through the data/headings and been able to find values of road load horsepower and fuel consumption that correlate? i.e., a 2010 Camry developes 21hp while getting 32mpg? And, knowing the speed would be a bonus!

Based on a little more searching, it would appear that there is no data in those files for steady state/cruising/steady hp conditions. If I am wrong please let me know.

I wasn't able to open a .dat file, but based on the explanation, the data you need are the dynamometer coefficients a, b & c. These are used to set the road load curve, as a function of speed, in the dynamometer test.
For further information, I suggest you lookup the SAE methodology for determining and applying the road load coefficients, SAE J1263.
