Absolutely, it is a telephone line suppressor/protector from about 1910 or 20. Later ones had porcelain bases. The two long red things are sort of like fuses with some resistance and the screw in thing has two pieces of MOV-like things each from a line two ground. I still run into them in the older houses.

Inside the circular button, is a carbon type protector and if your phone line is noisy, the carbon disc usually needs to be replaced. I am not that old but we had a lot of these at the mine where I worked. just to clarify..

There were insulators like those (square porcelain blocks) supporting phone wire like that on the back of my parents' house for decades. I haven't seen a protector like that, but that would be my guess as well.
