API 1104 Pipeline Welding Inspection Personnel 1

Regarding inspection personnel for visual weld inspection contained in API 1104 8.3

I would like to get a general sense of what qualifications for the individuals who inspect welds are the pipeline operators requiring in the United States and how they are achieving this.

Certified Welding Inspectors?
Company Qualified Welders? (Self Inspection)
Third Party Inspection vs. In-house?

Typically the operating company's in the US will use 3rd party, there may be some, but I don't know of any that have in-house resources.

This is my opinion, but when looking for welding inspectors for 1104, I would look for a CWI that also had some NDE experience, i.e. a level II.
