API 1104 Preheat on WPS

I am trying to write a WPS for 5L 16".844 Grade B using E6010/E8010. I am trying to find information on preheat and maximum interpass temperatures. I don't see anything of reference in 1104. What am I missing here?

API 1104 does not specify preheat temperatures, or for that matter, other welding parameters. The Company is required to demonstrate they have the engineering experience and knowledge to develop a welding procedure that is capable of making mechanically sound welds meeting API 1104 Section 5 requirements.
