API 17D - Swivel Flange & Hub for 15000 psi?

Why doesn't API 17D contain dimensional requirements for Swivel Flanges and Hubs up to and exceeding 15000 psi? Especially since Choke & Kill lines in marine drilling riser systems tend to have a pressure rating of 15000psi.

API 16A does have Hub dimensions for 15000psi, but this is typically for Clamps, not swivel flanges - there are no swivel flange dimensions therein.
