6.5.2.3 states- When a vessel has been internally inspected, the results of that inspection can be used to determine whether an onstream inspection can be substitued for and internal inspection on a similar pressure vessel operating within the same or similar service and conditions.

My questions is if you are comparing to a similar vessel does the similar vessel have to meet either 6.5.2.1 or 6.5.2.2. If it does not have to meet either of those paragraphs where is the criteria for the original similar vessel?

You can use any or all of the critria, if the vessel is in like service a risk based "thorough inspection" can be completed using non-intrusive methods. You must at the very least have data to calculate remaining life.
