API-510 Table 8-1 (Process Flow Chart for PV Rerate)

In the process flow diagram of table 8-1 there are two logic blocks that address "toughness" and then "notch toughness". Can someone point me to the appropriate definition of "toughness"? The verbiage in the logic block states "Does the material toughness meet the latest edition / addendum of the ASME code toughness requirements".
