We have a small asme VIII vessel ,it can't be entered ,we have a planned shut down ,we have taken UT thickness readings over the past 4 years,based on API 510 we can perform a on stream inspection, is it mandatory that we preform UT shear wave examination on the vessel welds as part of a on stream external inspection .

You have a small ASME Section VIII vessel which can't be entered. You have a planned shutdown. Over the past four years, you've taken UT thickness readings. Based on API 510, you can perform an on-stream inspection. You're wanting to know if you have to perform UT shear wave examination of the vessel welds as part of an on-stream inspection.

I'm presuming that, during the past four years, you've performed the UT inspections during your planned shutdowns. Since, in most places, outage or down time is valuable, I'm also presuming that you wouldn't have done these examiations unless they were required by some code or requirement. What was that code or requirement?

If API 510 allows you to do an on-stream inspection, does it specify what can be relaxed by doing the inspection online versus during a shutdown?

Does it have an inspection port or nozzle, remote visual inspection, boroscope, mirror, these would suffice.

What is the service? if cracking is a potential damage mechanism SWUT is a good idea.

What is the consequence of failure? Injuries, fires, etc.

Due diligence is knowing?proning that the condition of the is sound.

Did you review API 510? I reviewed the applicable sections and you must first develop an inspection plan for this vessel. Do you have a formal inspection plan, and not just UT readings, in accordance with Section 5? You have a lot of reading to do.
