API 541 TEWAC Performance Requirements

I am reviewing a quotation from a vendor that wishes to deviate from API 541's TEWAC performance requirements. (API 541 section 4.4.1.2.4)

API 541 requires TEWAC's to have the following performance thresholds:

Maximum temperature rise 17k
Minimum temperature rise 11k​

The vendor is wanting the following thresholds:

Maximum temperature rise 5k
Minimum temperature rise 3k​

Is there a huge issue with this? The cooling water will be water only.

Temperature rise of what? Winding? Cooling water? Cooling air?

Ok, it's water inlet vs outlet temperatures. The vendor insisting on lesser water temp rise is good, no?

Normally, 3 to 5 deg C rise in water is what we see in such water to air cooled motors and generators. No idea why API would want a less efficient heat exchanger.

The footnote at the bottom explains it - API may be trying to acknowledge that cooling water is at a premium in many process plants. Not all plants have cooling towers, some rely on power-hungry fin-fan heat exchangers for cooling.
