Table 7 shows the forces and moments for Horizontal and Vertical Tubes. The diagram also shows Fx as "Tube Centerline".

Is the "Tube Centerline" the centerline of the shell OR the centerline of the nozzle to which the loads are being applied??

Table 7 is allowable movement and loads for Heater Terminals, with that said, IMO these limits would apply to heater/pipe tie-in point CL.
