API 650 5-4b Help!

I'm having difficulty trying to figure out the thickness of a shell manway. Should I use table 5-4b or always refer to footnote b?

Any help would be appreciated.

IFRs,

If I have a shell that is 5/16" thk. and the repad is 5/16" thick will the neck of the manway be 1/4" thk according to the table or is it supposed to be 5/16"thk according to footnote b?
 
The footnote rules in this case, use a 5/16" thick neck assuming the flange is thicker.
 
Yes the flange is thicker (1/2"). If the shell was thicker than the flange is that when i would refer to the table 5-4b?
 
Each time, you choose the thinner of the flange and shell (footnote) and then verify that you are not thinner than the minimum (table).
 
Thanks for your help on this. This cleared up alot of questions myself and others. I was always thinking the code was contradicting itself because of that table and footnote.
