API 650 carbon steel storage tank cost estimation

Dear everyone

is there any procedure to make the necessary cost estimation for a fixed roof storage tank which must be fabricated according to API 650.
what we need is an approximate values for:
1- foundation
2- erection and construction
3- how many tons of carbon steel plates needed taking into consideration that the diameter of the tank is 25 m and 6 m hight

Put together an API 650 Tank Data Sheet, send it to several tank companies, wait for responses.

Or, put together an API 650 Tank Data Sheet, send it to an engineer or engineering firm, pay them to do a basic tank design and make one drawing with enough information for tank companies to bid that tank ( allowing for alternates, etc, but make them bid THAT tank ), send that to tank companies and wait for responses.
