API 650 Circulation Vents

Hello, I have a copy of this standard and was not clear on if it should be applied to fixed roof tanks as well with regards to the circulation vent requirements. I have several fixed roof tanks on site that have these vents. The fabrication drawings reference API 650 as the construction standard.

Are these vent requirements applicable to fixed roof tanks?

Circulation vents in Annex H are only needed for internal floating roof tanks. Fixed roof tanks without an internal floating roof do not need and should not have circulation vents - they should have PV and emergency vents.
