As per the image attached , In the code API 650 , item 5.1.3.5 , there is a phrase " the lap need not exceed 25 mm " , so does this mean if we exceeds the 25 mm there is no problem ? Also if the weld is single-welded lap joint and the lap is 50 mm is that accepted ?

If the lap is longer than 25mm, there is no problem.
If a single-welded lap joint is 50mm, that is okay.
It is common practice to dimension laps wider than the minimum to allow for tolerances in plate dimensions and in plate placement.
