api 650 shell bevel repair on plate do i have to do non conformance report

API 650 new construction shell bevel repair do i have to do non conformance report.
During process of bevelling tool stuck one place cut more bevel so i used approved procedure & make proper bevel.
any way it is going to be welded during one shell course to another during construction at field.
do i have to do non conformance report.
