API 650 Tanks with internal concrete lining

When it is used an internal concrete lining (for instance 100 mm thickness), is there any reference for carbon steel atmospheric tanks’ shell and bottom "local deviations from theoretical shape" or tank shell out of roundness tolerances?
I know that in API 650 there are some tolerances for fabrication (Section 7), but in the case of an internal concrete lining seems that in order to avoid the concrete cracks during the product filling, the tank fabrication restrictions should be different.

I don't believe this is addressed by API-650.

Note that you get some flexing at the shell-bottom connection even if the tank is accurately built.
 
Just as a reference point for you, the typical practice in the pulp and paper industry for tile-lined tanks is to use a low design stress (9,000 0r 10,000 psi) and a minimum thickness of 3/8". At the very least do a hydrotest BEFORE the lining is applied. Depending on diameter, a standard API-650 tank will typically have have a shell rotation of about 0.5 to 1.5 degrees at the base of the tank.
