API 653 Inspector responsabilities.

Dear mates,
I´m looking for "API 653 Inspector responsabilities" in API 653, I didn´t find specific point about it.
My employer is asking me to make some tank design jobs, out of my knowledge and legal scope, but I do not have any point in the Std. to support me.
In API 510 situation is quite different, there is an specific point about the Inspector responsabilities.
Any input will be appreciated.

It's this simple: Tell your employer that you are not qualified to perform the work. Do so via email.

Even if all responsibilities were so defined, as in a limited way in the case of API 510, or AWS CWI, you have a professional (and legal) obligation to perform only those tasks for which you are capable of safely completing in accordance with the relevant specification.
 
An inspector's job is just that to inspect and make recommendations on defects noted during the inspections. A tank designer's job is to design tanks based on codes or based on sound engineering principles.
Not knowing your background, you may be able to design tanks but I sense that is not an area you wish to continue.
