Dear All,

As pressure equipment fabricator we designed a new type of header for air cooled coolers that contains almost no welds.
Instead of welding plates together we have a design that consists our of a forged block.
The only welding there is for the nozzles and in some cases an endplate. In most cases weld thickness is below 13mm.

In almost all cases it is not neccesairy to perform pwht on carbon steel headers because of wall thickness based on the applicable design codes. But in most cases also API 661 is applicable for the designs. API 661 prescibes that pwht must be performed for all carbon steel headers as per paragraph 9.2.1. I guess this requirement is based on a design that includes a lot of welding.

Because we think that is is not neccesairy to perform pwht on our headers we want to investigate if it is possible to make a kind of "cold case". Is it possible to obtain an exclusion for this requirement based on our design?
Can somebody help me in the right direction how to handle? All information will help.
