Our valves meet all requirements of API 6D. Potential customer has inquired if I can meet API 6A PSL2 or 3(obviously not in my possesion).
Valve is basic gas transmission type, trunion mounted,soft-seated, SA350LF2 construction, meets all requirements for NACE MR0175, full-bore (would pass drift test), and capable of passing hydrostatic and low or high pressure pnuematic testing.
Does PSL2 refer to testing criteria, materials of construction or both?

From what I have seen, PSL 2 or 3 refers the the QA traceability level of the valve (ie from generic MTRs to traceable MTR's by heat number, to witnessed pours and witnessed materail tests). As well as the other QA requirements that they may want (MPI, extended hydro, N2He testing etc.). I would have a discussion with your client about what they really want in terms of QA docs and the level of traceability required.

As per API 6A, PSL stands for Product Specification Levels. They are PSL1, PSL2, PSL3, PSL 3G and PSL 4. Annexure A - Figure A3 in API 6A gives the guide lines for selecting the PSL level.
Clause 5 Materials General Requirements indicate the documents to be submitted by the manufacturer for the different PSL levels. There are a couple of pages for the requirements and hence I suggest that you get copy of API 6A
