What piping or tubing material is best suited for water with small amounts of HCl and chlorides? I have an API plan 23 and the specified material is Stainless Steel tubing but I am concerned with SCC of the tubing.

Do I need to Heat Treat the tubing before installing it (but after bending it)?

What other materials are feasible (cost and availability)?

What about the tubing inside the seal pot?

It depends on how much chlorides! If you are concerned then you should do material selection correctly. A good guide is what is the pump material? If you are in doubt SAF 2504 is good Super Duplex or Hastelloy but not sure of tube availability.
Get the process conditions and check them against a corrosion book! If you have high chlorides and use 316SS then you can experience problems
