API Tanks Secondary Containment

I am haveing a problem with water running down the side of the tank and entering the interstitial space between the liner and the bottom of the tank. The liner is sandwiched between the the tank and ground with asphalt impregnated fiberboard as per API standard detail. Has anyone else had this problem?
