API653 Bottom Annular Plates Removal

Hello!

I want to ask about the repair procedure of Bottom annular plates.As the integrity report recommends only bottom(All plates) removal.Now the first problem is that how to cut the shell to bottom joint?
And 2nd problem is that contractor has asked to cut a 2m(width) and 1.5m(full height of shell) temporary door in 1st shell course for the purpose of IN/OUT the plates.I suggested them to cut the make-up piece but there was no access for crane work so that suggestion went in vain.Now i have asked contractor that come with a code reference because yor are going to cut a door in shell(cutting one old vertical seam and one new vertical seam).so adding a new vertical seam in First Shell course.

Suggest me the possibilities.???

Cutting of the tank shell should be done 1/2" above the corner weld using a track burning device for a smooth, level cut.
Have you considered putting in a seconary bottom instead of removing the original?
Your contractor's door sheet is acceptable.
Everything for this routine tank work is in API 653 - buy a current version of this standard.
Your contract should include the words "in strict accordance with API 653".

Now the contractor has planned to cut the whole plate(Door Sheet)vertical seam to vertical seam (6m*1.5m), so i have made them write a method statement ensuring that after erecting the same plate, there will be no bulging,no effect on roundness of the shell,and from each vertical seam and horizontal seam area there will be RT shots.
Yes we are following API653 as the integrity assessment report is based on that specified standard.
Client has already approved the recommendations of Integrity report so Secondary bottom idea is of no use.
