I've designed the foundation and attachment for a 60' tall wind turbine for a rural homeowner in Nevada. The tower is factory built and designed, but I was required to prove by calculation the design was adequate, which is what I did.
My question is the plan checker at the building department is requiring I design this wind turbine to the TIA/EIA standard, and section 31 in the '06 IBC which states that television and radio tower foundations and attachments must be designed for twice the calculated wind load. The attachments are designed to typical LRFD 1.6 x wind load and the foundation is designed to 1.0 ASD wind load for soil pressure, like any typical foundation would be. Should the design for a non-essential wind-turbine (client is already on the grid, he just wants to stick it to the power company) in a remote area free of structures be designed to the standards of a TV/Radio tower which serves an essential function? Additionally, I did throw on a increase in volume from ice buildup per the TIA/EIA just for safe measure.
