Is application of UHX 9.5 required for sandwiched tubesheet by bolting connection of shell and channel flange of heat exchanger?

bgchae, if the bolt loads are not transferred to the tubesheet, no. This would apply to a "reduced diameter" type, or a full diameter with through holes. However if the tubesheet were likely to be exposed to a hydrotest with the channel removed so that the the loads were transferred to the tubesheet rim, then yes.
