Which would have the least amount of residual stress when applying weld metal build up to an exterior area of a pipe, longitudinally or transversely?

Circumferential welds cause residual stresses in a small area. Longitudinal welds cause residual stresses to be spread over a larger area.

The orientation of the residual stresses must be compared to the imposed stress orientation of the pipe to see if they create a critical condition. You also have to consider restraint conditions. Circumferential welds have a greater tendency to be affected by longitudinal restraint.
 
If you have to use longitudinal welds on a round object you will have to deposit weld beads 180° apart, preferably with two welders, to keep from bending the pipe or tube. CS not so much, but with SS it can be a big problem.
