Arc-flash labels in outdoor switchyards 1

Just about the time that I relax about arc-flash labelling, somebody pops up another question.

I have a facility that has an outdoor switchyard - 115 kV in, a couple of nice transformers that drop it to 4160, a few outdoor vacuum circuit breakers (5 kV) to feed underground cables to the facility.

The in-plant switchgear is all nicely labelled with arc-flash labels.

The 'safety representative' just called me in a tizzy, having found that there are no arc-flash labels on the outdoor 5 kV and 115 kV breakers.

I've never considered this. How many people are labelling outdoor circuit breakers?

This is a switchyard/substation that is operating at utility voltage levels and utility equipment so would fall under OSHA 1910.269 for arc flash. The analysis should have been performed using ArcPro and OSHA decided against requiring arc flash labels. OSHA does not believe that providing labels for T&D is effective. See attached Federal Register for 1910.269.
