Architecture of the telephone network

Hello,

I am supposed to give my client a proposition for an architector of a telephone network communication that will be installed in petroleum site. The site contains 6 storage tanks (crude oil). two water storage tank, a control room within a building. Client spécifications are limited to number of phones and technical information (ATEX, type of phones...) no communication procedure was submitted.
I would be helpful if you could give any information about communication in such facilities.
