Are Telephone Equipment Rooms (TER) light hazard?

I have a client that insists that the Telephone Equipment Rooms in his facility be classified as light hazard. I couldn't find anything to the contrary in NFPA 13. Can someone help? THANKS!!

It depends on which area of a telephone central office you are evaluating. If it is the cable tunnel its OH2 based on my previous experience. See an example in the attached photo.

Check if NFPA 75 or 76 applies. These may define better.
