Area Classification of Cooling Tower Circulator Pits as per API 500

My question relates to API 500, section 9.2.4, regarding cooling towers. I have several cooling towers served by a common circulator pit located a safe distance from the basins and outside of their Div 2 envelopes. The pit contains steam-driven pumps with hard-piped suctions, so it is dry (not flooded), but below-grade. The steam drivers will be replaced with electric motors. Does item 9.2.4.1 allow for such a pit to be classified non-hazardous?
