As min. for doweling into existing wall footing. 1

I'm designing a combined footing w/ a new 1'-0" wide X 2'-0" deep cast in place footing over an existing footing. As min. (0.0018) requires (2) #5 @ 1'-0" for transverse bars. This seems like overkill and I believe the cost will get too high for doweling in (2) bars every foot. Is there anything you can do to get around As min. if you are doweling into an existing footing? Does ACI have any guidelines for creating combined footings (new w/ old)?

What would the dowels be doing? Would they be making the two concrete sections act compositely (shear connection), or are they flexural, or what?

Minimum flexural reinforcement is given in ACI 318 10.5
Shear friction requirements are in ACI 318 11.6
0.0018 is temperature and shrinkage (7.12.2.1), and represents the minimum in slabs and footings IN THE DIRECTION OF THE SPAN (10.5.4) which probably doesn't apply to this design.
