AS1170.2 Combination Factor

When assessing wind load on cladding do the combination factors Kc,e & Kc,i apply?
The code seems a bit vague on this point but my interpretation is that Kc does not apply to cladding.

I see no reason not to apply to cladding if you have an internal pressure greater than 0.2.
