AS1210 vs ASME 2

hi people,
am new to this and saw some forums and seems like this is the place to come to for my problem, i just bought a compressor from china for my new factory and now is on the way and just have been told the tank needs to comply with AS1210 and need s to be inspected and stamped (who do i contact for this) the guy i bought it from has no idea what this is and has been built to ASME specs and has certificate will this be suffiect to operate in australia and will it pass test and who do i engage to test the tank ? PLEASE HELP thanks george :)

It is possible to register equipment in Australia that is designed and built to recognised overseas standards, and ASME VIII pressure vessels are included there. Each state will have their own requirements, so you need to check with the local jurisdiction. It's been quite a while since I had to deal with that sort of things, but certainly was able to register a heap of ASME VIII vessels in Queensland - I did have all the ASME Manufacturer's Data Reports though.

Check out in the state where you are, but for example - They may be able to point you in the direction of someone to perform testing, or just check out the Yellow Pages.

I think there has been other discussion on this topic within the forum, so maybe do a search here as well.

I have been through this recently in NSW.

One item you may need to comply with is the hydrotest requirements. AS1201 is 1.5*MAWP*Sa/So compared with 1.38MAWP*Sa/So where Sa is the allowable tensile stress at ambient and So is the allowable tensile stress at operating temperature.

Hazard level assignment will also need to be done and is based on contents, volume, and pressure.

The calculations and design drawings will also (most likely) need to be reviewed by an approved Australian reviewer (typically a Australian consulting engineer who is recogonized by the State where the vessel is going).

There are also some design difference between ASME and AS1201. They may or may not apply to you.

It really isn't hard if you know what to do before you start the design. Years ago I did have to have a small vessel re-hydrotested and additional NDE performed for acceptance.

Having the vessel 'U' stamped is essential in some states, to enable design verification to happen. The next thing to consider is who in Australia has 'R' stamp to repair the vessel if necessary? Only one place that I know of. You are better off having the vessel verified to AS 1210.

Workplace Health and Safety Queensland does accept well-known published international technical standards as well as Australian Standards for design registration. A competent person (preferably a suitably qualified and experienced professional engineer) must complete the design verifier section on page 2 of the application form (Form 14 (PDF, 203 KB)). The design verifier should pay particular attention to the following fields:

Drawing(s) no.
Name of technical standard(s) or engineering principles
Name of design verifier
Qualifications

A design verifier for a design of plant means a person who has acquired by qualifications or design experience the knowledge and skills to accurately state that the design or part of the design for which a design verification statement is to be made, complies with a particular technical standard or engineering principles.

The design verifier should state that:

the plant design complies with a relevant technical standard(s) or engineering principle
he/she was not involved in the original design.
The design verifier can be qualified if the person:

has professional qualifications and professional organisation membership
has professional qualifications only
does not have professional qualification(s)
Design verifier has professional qualification(s) and professional organisation membershipWhere the design verifier has professional qualifications (relevant degree) and is a member of a relevant professional organisation, please provide the following:

description of professional qualification
membership details including membership number to any professional organisations
Professional organisations generally confirm the qualification and experience of potential members prior to membership. WHSQ can confirm the design verifier's competence to verify the plant design involved, from these organisations.

Check to see if your design verifier is registered with a professional organisation.

Design verifier has professional qualification(s) onlyWhere the design verifier has professional qualifications (relevant degree) but is not a member of a relevant professional organisation, please provide the following:

copies of professional qualification(s) (certified by a Justice of the Peace)
description of tasks (relevant to this design verification), including the name of the organisation(s) and the length of time performing these tasks.
Workplace Health and Safety Queensland may confirm this information with the organisations involved.

Comprehensive details to establish the competence of the design verifier will only be required for the first design registration verified by this person.

details of membership to relevant industry organisations
Workplace Health and Safety Queensland may confirm this information with the organisations involved.
