Taking AS4678 I17 & I18 together(below)does this mean the external dynamic earth pressure loads and internal dynamic loads are only considered in separate load combinations? Can you give a reference?

The total load is calculated by adding the static loads and the external dynamic earth pressure loads, the dynamic water pressure loads, plus internal dynamic loads of the structure itself.
