Design foundation for seismic forces or not?
The transformer is an electrical component which is, along with it's attachement, exempt from Chapter 13 if located at a site with an SDC = B.

Does that mean the foundation does not have to be designed for seismic forces?

I say yes. What is your opinion? Do you have a document or article that discusses this topic?

Is the transformer being designed for IEEE 693? If it is and the seismic documentation is for low seismic, then at least .10g for the transformer. Check IEEE 693 for the requirements for the foundation seismic design which may be different from the IBC.
