ASCE7-05 Wind Occupancy Categories

I am designing a freestanding sign structure (several cantilevered columns embedded in drilled piers) for a high school football facility. The sign is located just outside of the running track away from the any seating areas. Per ASCE7-05, what structure classification would this be considered? I or II?
