ASHREA 90.1-2010

Dear All,
I am located in Saudi Arabia and we are complying with ASHREA 90.1 under Zone. With reference to table 5.5-1 for mass walls above grade the Nonresidential buildings the U-Value is 0.58 and no Insulation required.
I feel this is not right??
Support is appreciated to clear-off this issue....

U-0.58 and no insulation required is correct.

That doesn't mean you cannot add insulation. The code is a minimum.

Run your load calculations and see which works out best for you.
