ASME 31.3 Fabricators responsibilities Certified Welding Supervisor

Hi All

Can anyone give guidance to me where under ASME it is stated that a qualified or certified welding supervisor is required to supervise the ongoing production / fabrication work, not just anyone ? There is a pipe job designed under ASME B31.3 with elevated temperature category. Procedures have been undertaken under ASME IX with welders and procedures qualified. The question is of competency and qualification requirements of the supervisor employed by the fabricator once production is underway.

Look for terms like "Client", "authorised representative" etc.

Those would suffice.

You won't find much. There are requirements for the owners inspector, but not for the fabricator.
 
This seems like you could be questioning if the fabricator has an appropriate welding Quality Assurance program. If the fabricator holds an ASME (PP in this case) stamp, there is a rigorous process to ensure the QA program meets requirements. If you choose not to specify a ASME PP certificate holder, you as the owner need to handle this important issue as a contract specification requirement.

Who, in the scheme of things, is asking the question? For oil & gas work, larger operators normally specify that the fabricator shall have an ISO 3834-2 certification. That would take care of your issue.

As a Contractor and Fabricator, we always had at least one CWI and most of our project QC Managers were CWI's for our power and petrochem projects.
