Just as we have Table UCS 56.1 in ASME sec VIII Div 1, do we have a table or alternative provisions in 31.3 and 31.8 that permits lower soaking temperature compensated by higher soaking time.

Yes, see B31.3 Section (331) specifically,331.2.1 Alternative Heat Treatment, 2nd paragraph. For a lower PWHT temperature (an alternative method) you would need to qualify this method via hardness testing of a coupon or other, per the owner's satisfaction.
