Dear Experts,

Please clarify and share your expertise for reaching conclusion

For Pipe Material API 5L Gr B PSL2 /Flare Service/Code of construction ASME B31.3 and MDMT -29 Degree celsius &12.7 mm thickness

As per ASME B 31.3-2022 page 174 Table A1,Minimum temperature applicable for APU 5L PSL2 grade B is 32 degree fahrenheit( ie 0 degree celsius)

Now as per Table 323.2.2 ,if design temperature lower than minimum temperature in Table A1,carbon steel shall be impact tested

Now as per 323 3.4
( a) For Materials of Thickness Equal to or Greater Than 10 mm (0.394 in.). Where the largest attainable Charpy V notch specimen has a width along the notch of at least 8 mm (0.315 in.), the Charpy test using such a specimen shall be conducted at a temperature not higher than the design minimum temperature.

Based on above code clauses can i conclude impact test at -29 degree celsius to be carried out for API5L PSL2 GRB at 27 Joules..?

As vendor seeking deviation and client stating impact test needed only at zero degree celsius, client statement as below

With base metals thick up to 12,7 it's allowed for Gr B and a106

However WPS & PRQs for LSAW seam shall be treated with CVN -29
