ASME B16.5 spells out pressure - temperature ratings for carbon steel A105 flanges.

My question is: What kind of FOS has been incorporated, and can these ratings be exceeded for a brief duration, ie. during pipeline hydrotesting.

It might be useful to read Annex D of ASME B16.5

This specifies the method used to establish the pressure-temperature ratings

The pressure-temperature ratings are max design pressure at temperature. Hydrotest is not a design case i.e. hydrotest pressure may exceed rating.

While calculating Hydrotest Pressure follow the followings:

As per Pressure Temp ratings specified in B16.5, you will get the pressure at Atm Temp 38degreeC. That will be the design pressure for the flange. You take 1.5 times of it as Max allowable hydrotest pressure for the line.

If you are going to conduct test by using hot water, take corresponding pressure of that temp (water temp) and take hdrotest pressure as 1.5 times of it.
